Jiciro is not a Confederation member, but rather a protected world. Earth Scout ships first identified the presence of a terra compatible world in 2301 A.D. but on arrival at low
orbit they determined that intelligent life had developed on the planet.
The native race was at a pre-technological level so was in a position of extreme vulnerability from outside influence.
Protocols set up long before the discover of the first extra terrestrial cultures had determined that in such situations native civilisations are to be placed under stringent
quarantine to ensure that they are allowed to develop naturally.
Confederation navel vessels patrol Jiciro and will prevent any starships from approaching the world. At the same time several teams of xeno-anthropologists maintain a monitoring
station in orbit above the world. They use both orbital sensors and surface based spy systems to watch the development of Jiciro societies.
Two regional nations are currently developing an understanding of mechanics and thermal dynamics to the degree that steam power will probably be available in the next generation.
