Omutan an ethnic Japanese world which refused to join the Japanese Imperium when it was reformed in 2201 A.D.
Initially this independence was due to the manipulation of public opinion by the government of the time, which feared that much of its authority would be undermined by the newly
crowned emperor.
The system is occupied by mostly small gas giants and contains a surprisingly small amount of metal rich asteroids. Even Omutan, which is slightly larger than earth is significantly
less dense, having less metal content. This lack of industrial resource has somewhat hampered the development of Omutan.
It was for this reason that it fought Garrisa so aggressively for the settlement rights to the Dorados asteroids in the Tunja system. Possession of the natural resources of the
Dorados would have ensured that Omutan had more than enough raw materials to maintain both its wealth and independence. However, the conflict with Omutan ended with a mercenary force extinguishing all life on
Garrissa, described as the single most destructive act and most heinous act in mankind’s history. The Confederations reaction was the most wrathful and decisive in it’s history. The Omutan military Junta was
captured and executed. All Omutan off-world property and money was confiscated. The final act was to place a 30 year blockade on all traffic to and from Omutan, a blockade that still exists till 2611.
